I work with a girl who is interested in moving from NY to AZ to go to college and party with young people, is it fair to say that TEMPE would be a good city for her?

Yes. Not only would she find what she was looking for in Tempe, but there are also quite a few places she might be interested in Old Town Scottsdale, which would be about 10-15 minutes away.
