Qwest or Cox? In Tucson

Which is the better TV/Internet company? Also it appears from their website that Qwest offers DSL internet but Cox is unclear. Is it DSL or cable? Thanks.

Cox offers cable. Qwest's speed for residential service starts at 256Kb and goes up from there. 256Kb and 1Mb are the common speeds that you'll find. A lucky few might be able to go higher depending on their distance from the central office.
To contrast, Cox's internet speed is 4MB (most of my downloads are right around 400KB-500KB/sec), and you're not going to get that speed from Qwest.
As far as the TV service is concerned, I've never used Qwest's TV service, so I can't comment on that.
