Gas Prices. - Aren't we supposed to be lower?

I heard on the news last night that the national average for a gallon of regular unleaded gas was $1.71, and the cheapest I've found in the Phoenix valley so far is $1.77.

It might just be me, but isn't Arizona's gas price usually below the national average?
